Presentation of EUAEOUA Project Results at the VII International Scientific and Practical Conference "Entrepreneurship, Trade, Marketing: Strategies, Technologies, Innovations"
On May 15, 2024, the project team presented the results of the EUAEOUA project at the VII International Scientific and Practical Conference "Entrepreneurship, Trade, Marketing: Strategies, Technologies, Innovations," hosted by the State University of Trade and Economics (SUTE).
Over 90 participants attended the conference, including business representatives (manufacturers, logistics and customs brokerage companies, retail chains), exporters, importers, scholars, lecturers, and postgraduate students from SUTE and other higher education institutions across different regions of Ukraine.
The project coordinator, Prof. Karavayev T., delivered a report titled "EU Customs Reform: Essence and Implementation in Ukraine." His presentation covered the following key points:
- Analysis of problems and challenges faced by the EU Customs Union in the last decade.
- Preconditions for the EU customs reform.
- Goals, objectives, and main provisions of the EU customs reform.
- Three pillars of the EU customs reform: New partnership with businesses; Smarter approach to customs checks; More modern approach to e-commerce.
- Key aspects of the new EU Electronic Customs.
- Implementation of the EU Customs Reform in Ukraine.
- The role of Authorized Economic Operators (AEO) in ensuring the new partnership between EU customs authorities and businesses. Emphasis was placed on enhancing trade security as the evolution of AEO under the initiated EU Customs Reform.
Theses on the topic "Enhancing Trade Security: The Evolution of AEO in the EU Customs Reform" were submitted for publication in the conference proceedings.

The team of the EUAEOUA project successfully concluded the dissemination of information about the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) during the enlightening round table discussion titled "The Customs Policy of Ukraine in Today's Reality."

Held on March 14, 2024, the event served as a significant platform for addressing critical issues surrounding Ukraine's customs policy. The round table "The Customs Policy of Ukraine in Today's Reality" provided a comprehensive overview of Ukraine's customs policy. Topics discussed included the adaptation of national customs legislation to European standards, the digitization of customs procedures, and strategies for personnel management in Ukraine's State Customs Service.
The speaker of the EUAEOUA project Oksana Zolotarova in her report "Streamlining Customs Procedures and Advancing 'Customs-Business' Partnership within the Framework of the Authorized Economic Operator Concept" informed the participants about the ongoing project, its objectives and current outcomes and invited the audience to join the upcoming modules and disseminate information about the project.
The event saw the active participation of over 100 attendees, including senior officials and leading experts from various divisions of the State Customs Service of Ukraine, the Department of Customs Policy of the Ministry of Finance of Ukraine, the Kyiv and Energy Customs of the State Customs Service, the Specialized Laboratory for Expertise and Research of the State Customs Service, representatives from business structures and civil society, as well as faculty and researchers from SUTE. Graduate students from the State University of Trade and Economics also actively contributed to the discussion on round table topics.
The event not only served as a platform for sharing knowledge and insights but also facilitated constructive discussions among stakeholders. The successful dissemination of information about the EUAEOUA project and the engaging round table discussions mark significant strides in promoting the development and dissemination of European studies on the procedure for obtaining the status of Authorized Economic Operator - AEO (AEO authorization).

THE FOURTH MODULE OF THE PROJECT CONDUCTED SUCCESSFULLY
The fourth module of the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) within the framework of the implementation of the Erasmus+ program, Jean Monnetnaction, was successfully held on March 4-8, 2024 at the State University of Trade and Economics (SUTE).

EU Authorized Economic Operator Program: Implementation in Ukraine. Third Module
The third module of the "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) project, within the framework of the Erasmus+ program, Jean Monnet direction, took place from October 23 to 27, 2023, at the State University of Trade and Economics.
Overall, more than 43 participants took part in the module, including government officials, representatives of local government bodies, business representatives (manufacturers, logistics and customs brokerage companies), customs officials, customs brokers, scientists and lecturers, graduate students, and students from various educational levels, specialties, and specializations of the State University of Trade and Economics and other higher education institutions from different regions of Ukraine.
Forty hours of discussion lectures were conducted, dedicated to highlighting the following main issues of the functioning of Authorized Economic Operators (AEOs):
- AEO Program: EU and global experience;
- Types of AEO authorization: criteria, simplifications, and benefits;
- Preparing a company for AEO authorization. Self-assessment questionnaire completion;
- Customs authorities' verification of enterprises' compliance with AEO criteria;
- Problems and prospects for the implementation of the AEO program in Ukraine.
In the third module, the program was refined by the performers to better address the attendees' understanding of issues related to preparing companies to obtain AEO status in Ukraine, conducting customs authorities' assessments of compliance with AEO criteria, practical materials were added, and data on international experience and problematic issues in this area were updated.
The module implementation was another step towards implementing the AEO Program in Ukraine, taking into account the experience of the EU and other countries worldwide.
We thank everyone for participating in the third module of EUAEOUA, fruitful and constructive discussion, and positive feedback!

Overall, more than 30 participants took part in the module, including government officials (Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Finance of Ukraine), business representatives (manufacturers, logistics and customs brokerage companies), future customs officials, customs brokers, scientists and lecturers, graduate students, and students from various educational levels, specialties, and specializations of the State University of Trade and Economics and other higher education institutions in Ukraine.

EU Authorized Economic Operator Program: Implementation in Ukraine. First Module
The first module within the framework of the Erasmus+ project, Jean Monnet direction, "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA), took place from March 6 to 10, 2023, at the State University of Trade and Economics.
Overall, more than 50 participants took part in the module, including government officials (Office of the President of Ukraine, Secretariat of the Verkhovna Rada of Ukraine), business representatives (manufacturers, logistics and customs brokerage companies), future customs officials, customs brokers, scientists and lecturers from the State University of Trade and Economics and other higher education institutions in Ukraine, graduate students, and students from various educational levels, specialties, and specializations.
Forty hours of lectures were conducted, dedicated to highlighting the following main issues of the functioning of the Authorized Economic Operator (AEO) institution:
- AEO Program: EU and global experience;
- Types of AEO authorization: criteria, simplifications, and benefits;
- Preparing a company for AEO authorization. Self-assessment questionnaire completion;
- Customs authorities' verification of enterprises' compliance with AEO criteria;
- Problems and prospects for the implementation of the AEO program in Ukraine.
The project performers and speakers include:
