THE 28TH LEGAL REGIME FOR INNOVATIVE COMPANIES

The proposals of Mario Draghi and Enrico Letta for the special legal regime for innovative startups were the subject of a report by the Jean Monnet Chair in EU Single Market Law team (Prof. Nataliia Mazaraki, Associate Prof. Tamara Kortukova) at the round table "The Future of European Competitiveness: Challenges for Ukraine", organized by the State University of Trade and Economics on February 19, 2025.

In particular, our report revealed:

1. Problems with innovation in the EU and barriers to the growth of innovation potential.

2. The purpose of introducing the 28th legal regime and its potential impact on the growth of innovative companies in the EU.

3. Previous attempts to introduce a pan-European legal regime and the reasons for their failure.

4. Differences between M. Draghi's proposals for the 28th legal regime and previous EU initiatives in this area.

5. The impact of the introduction of the 28th legal regime for innovative companies in the EU on Ukraine.
