EU Authorized Economic Operator Program: Implementation in Ukraine. Eighth Module Successfully Conducted

General Information

The eighth module of the project "EU AEO Program: Implementation in Ukraine" (EUAEOUA) within the framework of the Erasmus+ program Jean Monnet action was successfully held on April 28–May 2, 2025 at the State University of Trade and Economics (SUTE).

This module, in which more than 70 listeners took part, was the final one within the framework of the EUAEOUA project implementation. Among them were 10 civil servants (Office of the President of Ukraine, Verkhovna Rada of Ukraine, Ministry of Finance of Ukraine, Kyiv City State Administration, the central office and customs offices of the State Customs Service of Ukraine), 11 business representatives (manufacturing, logistics, customs brokerage and other companies), future customs officials, representatives of public organizations, as well as scientists and lectures, students of various educational degrees, specialties and educational programs of SUTE and other HEIs of Ukraine. Totally, almost 500 listeners took part in the modules during the EUAEOUA project implementation.

The actuality of this module is additionally due to very important legislative changes in the field of AEO in Ukraine, which came into force on April 19, 2025 and were analyzed by the project speakers during lecture-discussions. Namely, this is the Law of Ukraine dated August 22, 2024 No. 3926-IX "On Amendments to the Customs Code of Ukraine regarding the implementation of certain provisions of the Customs Code of the European Union", in implementation of which the Cabinet of Ministers adopted Resolution dated April 15, 2025 No. 454, which amended the Resolution of the CMU dated September 27, 2022 No. 1092 "Some Issues of Implementation of the Provisions of the Customs Code of Ukraine Regarding the Granting of Authorizations".

The project speakers (Professor Taras Karavayev, Professor Ganna Duginets, Associate Professor Oksana Zolotareva) conducted 40 hours of scientific seminars dedicated to highlighting the following key issues of the functioning of the AEO in the EU and Ukraine.

We would like to express our special gratitude to Yulia KLOPOTYUK, head of the customs brokerage department of LLC “ZAMMLER Ukraine”, who shared with the module participants her experience and problematic issues of obtaining authorizations. It is worth noting that LLC “ZAMMLER Ukraine” is one of three enterprises in Ukraine that received both types of authorization at the same time: AEOC (customs simplification) and AEOS (security and safety).

During the module, discussions arose with the participants, which confirmed the relevance of the Project's topics and the interest of the participants in discussing issues related to the development of the AEO program in Ukraine.

In the Eighth Module, the speakers updated statistical data on the number of enterprises that have received AEO status in Ukraine, added practical materials, and updated the content taking into account recent changes in national legislation and problematic issues in this sphere.

The module was additional step towards the implementation of the AEO Program in Ukraine, taking into account the experience of EU countries and the world, an example of effective cooperation in the triangle "university - customs - business".
