SUTE’s 2nd International Scientific and Practical Conference Highlights the Strategic Role of Public Management in Ukraine’s State-Building

The 2nd International Scientific and Practical Conference “Public Governance and Administration at the Contemporary Stage of State-Building”, held on the 20th of November 2025, brought together leading scholars, experts from government and local self-government bodies, representatives of civil society, and international partners.
The conference opened with welcome remarks delivered by: Angelika Gerasymenko, Doctor of sciences in Economics, Professor, Vice-Rector for Academic Affairs and International Relations, Olha Koreniuk, PhD in Law, Associate Professor, Dean of the Faculty of Economics, Management and Psychology, Tetiana Savosko, Executive Director of the Ukrainian National Committee of the International Chamber of Commerce, PhD in Public Administration, Bohdan Tyrus, Head of the Department for Relations with the Verkhovna Rada and the Cabinet of Ministers of Ukraine at the Office of the President of Ukraine, PhD in Economics, Honoured Economist of Ukraine, Svitlana Plotnichenko, PhD in Economics, Associate Professor, Head of the Department of Management and Public Administration in Dmytro Motornyi State Agrarian and Technical University, Viktor Borshchevskyi, Doctor of sciences in Economics, Professor, Head of the Department of Public Administration, Ukrainian Catholic University.
Participants presented current research, analytical findings, and practical approaches to strengthening and modernizing public administration.
- Professor Ihor Burakovskyi (Institute for Economic Research and Policy Consulting, Doctor of sciences in Economics, National University of Kyiv-Mohyla Academy) delivered an in-depth analysis of governance challenges faced by Ukraine on its path toward EU integration.
- Mr. Michael Sattich (University of Stavanger, Associate Professor) emphasized the importance of combining sustainable public policy with high-quality professional training for the public sector.
- Alisa Derbal (State Regulatory Service of Ukraine, 2022–2024) highlighted modern approaches to enhancing the effectiveness of regulatory bodies in line with OECD standards.
- Professor Hennadiy Moskalyk (WSG University, Poland) presented the specifics of the European model of decentralization and its relevance for Ukraine.
- Serhii Zamidra (All-Ukrainian Association of Communities) stressed the importance of social capital and leadership in building capable and resilient communities.
- Iryna Fyshchuk (University of Stavanger, Associate Professor) analysed key challenges of digital transformation at the local government level.
- Viktoriia Yanovska (Warsaw School of Economics), Doctor of sciences in Economics, Professor, outlined the organizational foundations and international potential of open science.
More than 100 participants took part in the conference, presenting their research across five thematic sections. The conference was organized with the support of the Department of Public Management and Administration of SUTE’s Faculty of Economics, Management and Psychology. The organizing committee expresses their sincere gratitude to all participants and partners for their academic engagement and contribution to strengthening SUTE’s scientific and educational initiatives.
