Project Management: Experience of Digital Projects in B2G format
General Information
At 19 November 2025, spearheaded by the Department of Tourism and Creative Industries Management, Faculty of Technology and Business, State University of Trade and Economics, a demonstration lecture titled "Project Management at Different Levels in the IT Industry (B2G Model)" was held.
The speakers of the event were:
- OLEKSANDR REVENOK – Head of the Product Development Department in the KP "GIOC", the executive body of Kyiv City Council (Kyiv City State Administration).
- OLENA CHERNEGA – Head of the Department of Commercial and Integration Development of Projects and Head of Digital Projects in the Fields of Virtual Tourism, Digital Culture and Digital Heritage of the KP "GIOC", Executive Body of the Kyiv City Council (Kyiv City State Administration), leader of virtual tourism, Doctor of Philosophy in Management.
The speakers outlined in detail:
- Components of GOV Tech projects – from regional to national level.
Basic responsibilities of a project manager in a project:
- planning and initiation, formation of goals, objectives, budget and team;
- organization and coordination of interaction between departments, contractors, and IT specialists;
- control of deadlines, quality, safety, testing and reporting;
- change and risk management;
- final reporting and system commissioning.
Using the example of the "Digital Kyiv" case, students have seen how a single digital platform of the city with electronic services grows from one concept.
The speakers emphasized that such cases are part of national projects "Diya", "Yedina Shkola" as well as "Safe City of Ukraine". The main mission oh above mentioned projects is to provide uniform standards and convenient services for citizens throughout the country.
B2G interaction models and public-private partnerships was also very important topics on the demonstration lecture. Using real examples, the speakers disclosed key business, state and local governments activities for cybersecurity, digital services and infrastructure development.
The particular emphasis was placed on the priorities of
national
IT projects:
- Budgets – competent planning and transparency in funds usage.
- Technologies – digitalization of paper processes.
- Socium – creating projects primarily for the convenience and safety of the community.
Students acquired the project manager competency profile at GOV Tech:
- Hard skills – knowledge of public procurement legislation, budget process, PM methodologies (PMBOK, Agile, Waterfall), proficiency in MS Project, ClickUp, Jira, Trello, Excel, Power BI, etc.
- Soft skills – communication and diplomacy, organization and responsibility, stress resistance, analytical thinking, leadership, flexibility to changes, ethics and publicity.
At the end of demonstration lecture, the speakers noted that:
"The state's strategy is the future" and the role of a project manager is to ensure that every decision in digital projects will be timely, legal, and beneficial to the community.
