An Accessible and Engaging Look at the Digitization of Administrative Services: a Guest Lecture by FEMP Alumnus Oleksandr Kamenchuk

As part of the celebrations for FEMP Day on April 6, 2026 in SUTE Hub, a guest lecture was delivered by Oleksandr Kamenchuk, a 2004 graduate of the university’s “Antitrust Management” program, Oleksandr Kamenchuk, head of the expert group on the coordination of administrative services and administrative procedures at the Public Administration Directorate of the Secretariat of the Cabinet of Ministers of Ukraine, on the topic “Administrative Services: Directions for Development in the Context of Digitalization.” Guest lectures delivered by our university’s alumni for SUTE students are an important component of the practical aspect of the educational process, as students have the opportunity to witness the high level of training of competitive professionals who are building successful careers using the knowledge and skills acquired at the university.

Mr. Oleksandr is a co-author of the Ukrainian laws “On Administrative Services” and “On Administrative Procedure.” It was a graduate of our faculty who played a key role in the establishment of administrative service centers and the launch of the Unified State Portal of Administrative Services (the “Dіia” portal), which have gained widespread popularity and are known to virtually everyone. In his lecture, Mr. Oleksandr highlighted the fundamental principle that places the individual – with their specific needs and interests – at the center of attention. The lecturer noted that adherence to this principle has been the key to the popularity of administrative services, with a satisfaction rate of approximately 95%. At the end of the lecture, attendees had the opportunity to hear substantive answers to a series of questions regarding the practices of the Public Administration Directorate of the Secretariat of the Cabinet of Ministers, the prospects for the further development of administrative services based on their digitalization in the context of Ukraine’s integration into the European Union, as well as employment opportunities for SUTE students in government institutions.

The Department of Economics and Competition Policy and the students of SUTE thank Oleksandr Kamenchuk for an excellent lecture and the opportunity to broaden their horizons regarding the digitalization of administrative services.
