The Technical University of Applied Sciences Würzburg-Schweinfurt (THWS), in a strategic partnership with the State University of Trade and Economics (SUTE) in Kyiv, Ukraine has officially launched the "Disinformation and AI Law" (DAIL) project. Funded by the DAAD (German Academic Exchange Service) through the German Federal Foreign Office, this international initiative addresses the existential threat disinformation poses to social cohesion and democratic institutions. Led by project leader Prof. Dr. Ralf Roßkopf, DAIL combines legal and technical expertise to foster professional expertise among researchers and students while providing actionable insights for policymakers.

Expert Workshop at CAIRO

On April 20, 2026, the project will reach a significant milestone with an expert workshop hosted at the Centre for Artificial Intelligence (CAIRO) in Würzburg. The event serves as a platform to take stock of current findings and reflect on the intersection of technical foundations and legal frameworks. The discussions will be structured around three critical legal pillars:

• Service Provider Regulation: Analyzing the EU Digital Services Act alongside Ukrainian legislation.
• Risk Classification: Evaluating obligations under the new EU AI Act and its Ukrainian counterparts.
• Transparency and Explainability: Exploring the legal requirements for AI systems to be understandable and accountable.

A multi-layered scientific community

The workshop will involve high-level diverse group of participants from both Germany and Ukraine. Among the participants will be:

• Academic community: Distinguished professors, legal scholars and dedicated PhD candidates specializing in information law, generative AI, digital ethics and civil liability in the field of AI.
• Legal Practitioners: Highly experienced attorneys-at-law, and profesionals with commitment  to IT and media protection.
• Research Experts: Leading researchers from national academies and specialized institutes focusing on audio forensics and media security.
• Next-Generation Scholars: Master's and Bachelor’s students who are actively contributing to the harmonization of Ukrainian and EU legislation.

By integrating the perspectives of senior professors, practicing lawyers, and young researchers, the workshop aims to establish a robust scientific basis for ongoing efforts to secure information integrity in a digital age.
