VII. Admission to Study for Foreigners and Stateless Persons
1. Admission to the State
University of Trade and Economics (SUTE) for higher education of
foreigners and stateless persons is carried out in accordance with
the Laws of Ukraine "On Higher Education", "On the Legal Status of
Foreigners and Stateless Persons", "On Foreign Ukrainians", "On
Refugees and Persons in Need of Additional or Temporary
Protection", "On Establishing Additional Legal and Social
Guarantees for Citizens of the Republic of Poland Staying on the
Territory of Ukraine"; Resolution of the Cabinet of Ministers of
Ukraine dated September 12, 2018, No. 729 "Issues of Obtaining
Higher Education by Certain Categories of Persons"; the Procedure
for Organizing Admission to Institutions of Vocational
(Vocational-Technical), Professional Pre-Higher, and Higher
Education of Ukraine and the Training (Internship) of Foreigners
and Stateless Persons Using the Unified Interdepartmental
Information System of Ukraine for Foreigners and Stateless Persons
Wishing to Study at Institutions of Vocational
(Vocational-Technical), Professional Pre-Higher, and Higher
Education of Ukraine, approved by Resolution of the Cabinet of
Ministers of Ukraine dated June 28, 2024, No. 758; Order of the
Ministry of Education and Science of Ukraine dated November 01,
2013, No. 1541 "Certain Issues of Organizing the Recruitment and
Training (Internship) of Foreigners and Stateless Persons",
registered with the Ministry of Justice of Ukraine on November 25,
2013, under No. 2004/24536; Order of the Ministry of Education and
Science of Ukraine dated December 02, 2019, No. 1498 "On Approval
of the Procedure for Establishing Quotas for Obtaining Higher
Education by Foreigners and Stateless Persons Within the Scope of
the State Order in Accordance with International Treaties of
Ukraine", registered with the Ministry of Justice of Ukraine on
February 10, 2020, under No. 153/34436.
2. Persons who are admitted to
higher education study on an equal basis with citizens of Ukraine
may follow the applicant's trajectory for obtaining higher
education and enjoy the right to tuition-free higher education in
the manner prescribed for citizens of Ukraine.
Foreigners and stateless persons (including stateless persons who
have applied for recognition as a refugee, and persons who have
applied for protection in Ukraine and provided a Certificate of
Application for Protection in Ukraine) may be admitted to higher
education study at the expense of physical and/or legal entities,
unless otherwise provided by international treaties of Ukraine, the
binding nature of which has been consented to by the Verkhovna Rada
of Ukraine, legislation, or agreements between higher education
institutions on international academic mobility.
Admission of foreigners and stateless persons to higher education
study under the state order is carried out within the quota for
foreigners, which is granted on the basis of referrals from the
Ministry of Education and Science (MES) to applicants who are
awarded state scholarships under international treaties, nationwide
programs, or other international obligations of Ukraine, and who
are recommended for enrollment by the responsible authorities of
foreign states with which international treaties have been
concluded, and/or by the diplomatic missions of these states
accredited in Ukraine, for the respective higher education degrees
and specialties.
Foreign Ukrainians whose status is certified by a Foreign Ukrainian
Certificate (except for persons permanently residing in Ukraine)
may be enrolled in studies under the state order within the
established quotas for foreigners.
Citizens of the Russian Federation, the Islamic Republic of Iran,
the Republic of Belarus, and the Democratic People's Republic of
Korea who do not hold a permanent residence permit in Ukraine shall
be admitted to study by individual permission of the MES. Citizens
of the Russian Federation and the Republic of Belarus who defended
the independence, sovereignty, and territorial integrity of Ukraine
and obtained the status of a combatant in accordance with the
Procedure for Granting and Depriving the Status of a Combatant and
a Person with a Disability Resulting from War to Foreigners and
Stateless Persons Who Defended the Independence, Sovereignty, and
Territorial Integrity of Ukraine, approved by Resolution of the
Cabinet of Ministers of Ukraine dated June 18, 2025, No. 719, as
well as the children of such citizens, may be admitted to study
without an individual permission of the MES.
3. Admission of foreigners to
higher education study (except for persons admitted to higher
education study on an equal basis with citizens of Ukraine) is
conducted for accredited educational programs. The Institute of
Higher Qualification of SUTE also admits foreigners to postgraduate
education programs.
4. Admission of foreigners to study
is conducted in person and/or remotely. The recruitment of
foreigners for study is carried out using the Unified
Interdepartmental Information System of Ukraine for Foreigners and
Stateless Persons Wishing to Study at Institutions of Vocational
(Vocational-Technical), Professional Pre-Higher, and Higher
Education of Ukraine (hereinafter referred to as the Unified
System) (except for persons admitted to higher education study on
an equal basis with citizens of Ukraine).
The validity period of an electronic invitation to study issued by
means of the Unified System shall not exceed six months from the
date of affiliation with a qualified electronic seal or a qualified
electronic signature of an authorized official of SUTE.
Foreigners who have received an electronic invitation to study and
have completed the procedure for certifying their educational
documents in their country of origin in a manner officially applied
in the said country for such certification (consular legalization,
including legalization by the relevant diplomatic mission of
Ukraine abroad, or affixing an Apostille for the member states of
the Convention Abolishing the Requirement of Legalisation for
Foreign Public Documents) may participate in remote admission,
except for documents issued in Ukraine.
To organize the remote recruitment of foreigners for higher
education study and for the purpose of studying under postgraduate
education programs, SUTE conducts identity verification and
entrance examinations (upon admission to higher education study) in
a remote format, ensuring their video recording (including the
screen of the applicant's device).
The video recording of the entrance examination is stored at SUTE
for five years after the entrance exam for foreigners is conducted,
and the link to this recording is entered into the Unified
Base.
In the case of remote admission, the foreigner shall send legalized
copies of documents on previously obtained education and their
notarized translation into Ukrainian to SUTE by postal means. Upon
the first crossing of the state border of Ukraine and after arrival
at SUTE, the foreigner shall hand over the original documents in
person.
5. Admission of foreigners to study
at the expense of physical and/or legal entities is carried out by
SUTE until November 01 within the respective time limits specified
in Sections IV – VI of these Admission Rules for obtaining
Bachelor's, Master's, and Doctor of Philosophy degrees.
Admission of foreigners to higher education study is carried out on
the basis of documents on previously obtained educational levels
and degrees and the academic rights to continue studies granted by
these documents in the country of their origin, taking into account
academic performance scores that grant the right to continue
studies at the next level of higher education, if so provided by
the legislation of the country that issued the document on the
obtained degree (level) of education.
6. The entrance examination for
foreigners to obtain the first (Bachelor's) level of higher
education consists of mathematics and the language of instruction.
The entrance examination for foreigners to obtain the second
(Master's) level of higher education consists of a foreign language
and the specialty (in the language of instruction). The entrance
examination for foreigners to obtain the third
(educational-scientific) level of higher education consists of a
foreign language and the specialty (in the language of
instruction).
7. Competitive selection of
foreigners for higher education study (except for persons admitted
to higher education study on an equal basis with citizens of
Ukraine) is conducted based on the results of the entrance
examination for foreigners, taking into account the specifics of
the educational program (specialty) to which admission is carried
out. The score of the entrance examination for foreigners is the
sole component of the competitive score for this category of
applicants.
8. The submission of applications
and documents, entrance examinations conducted by SUTE, competitive
selection, and enrollment of foreigners and stateless persons shall
be carried out within the following timeframes:
• commencement of application and document
submission – June 15, 2026;
• deadline for application and document
submission – October 20, 2026;
• enrollment of applicants – no later than
November 01, 2026.
9. Foreigners arriving in Ukraine
to participate in academic mobility programs or to obtain higher
education under educational programs agreed upon between Ukrainian
and foreign higher education institutions shall be admitted to
study taking into account the contractual obligations of SUTE.
10. For admission to SUTE, foreign
citizens shall personally submit an application of the established
model. The following documents shall be attached to the
application:
• application form (questionnaire);
• a copy of the foreign passport or a
document certifying identity and citizenship;
• copies of educational documents (including
the list of completed disciplines and grades) regarding the
previously obtained educational level on the basis of which
admission is sought;
• a medical health certificate certified by
an official public health authority of the country of origin,
issued no later than two months prior to arrival for study in
Ukraine;
• a health insurance policy (to be provided
before the commencement of classes);
• 12 photographs sized 35x45 mm on matte
paper.
The documents specified in sub-paragraphs 2, 3, and 4 must be
translated into Ukrainian and notarized. Educational documents
issued by educational institutions of other states shall undergo
the recognition procedure in Ukraine in accordance with the
legislation.
11. Enrollment of foreign citizens
and stateless persons to the University at the expense of physical
and/or legal entities shall be carried out after the submission of
a complete set of documents, successful completion of entrance
examinations, execution of a study agreement with SUTE, and the
execution and payment of the contract between SUTE and the physical
(legal) entity.
12. For entry into Ukraine, foreign
applicants must obtain an official invitation from SUTE, issued in
accordance with the established procedure, and obtain a type D
entry visa at the consular section of the Embassy of Ukraine in the
respective country.
13. Admission to SUTE of foreigners
and stateless persons is carried out in accordance with the
established rules through the Unified Interdepartmental Information
System of Ukraine for Foreigners and Stateless Persons via an
electronic account, which the applicant must create on the portal:

14. The list of educational degrees and accredited specialties (educational programs) for which admission of foreigners and stateless persons is announced, the regulatory duration of study, and the list of subjects for the entrance examination for foreigners are provided in Appendix 23.
