Guest Lecture Tools for the Integration of Forced Migrants in Communities: Domestic Realities and Foreign Cases

The integration of forced migrants into Ukrainian communities became extremely important in a large-scale war. This process is multifaceted and involves social adaptation, employment, housing, access to education, medical care and legal support. The urgency of this problem is determined by the scale of population displacement, the need to maintain social stability in the host communities, and the long-term consequences of the war.

On October 1, 2024, a meeting on the topic Tools for the Integration of Forced Migrants in Communities: Domestic Realities and Foreign Cases was initiated by the “Agora” Scientific Club for Public Administration and Local Self-Government for applicants studying under the educational programmes “Public Administration” and “Municipal Management”. The guest was Alina Tzeitlina, expert of the Platform of Temporarily Occupied and De-Occupied Communities of the All-Ukrainian Association of UTC.

The lecture began with a discussion of the current situation in Ukraine, highlighting the problems faced by migrants (provision of housing, employment and access to social services). Ukrainian legislative initiatives and support programs aimed at facilitating the integration of IDPs became an important aspect of the review. State aid projects, the role of local authorities and public organizations in facilitating the adaptation of displaced persons were analyzed, and attention was also focused on the importance of involving displaced persons in the life of communities in order to prevent their isolation and to promote the formation of a sense of belonging to new environments.

Of particular interest was the comparison of Ukraine’s experience with foreign practices successfully used in the countries of the European Union: the opportunity for training, retraining and social adaptation through involvement in local initiatives and business projects. During the lecture, the issue of cooperation between the state, business and non-governmental organizations for the creation of comprehensive programs that allow immigrants to fully integrate into communities was considered.

The lecture ended with a discussion on how best world practices can be adapted to Ukrainian realities, taking into account the country’s cultural features and economic capabilities.

Students were interested in this issue, actively asked questions and participated in the discussion.

We express our sincere thanks to Mrs. Alina for an interesting and informative meeting, which became an important step in understanding the modern challenges of the integration of IDPs in communities.
