Letter of Appreciation from Ministry for Development of Economy, Trade and Agriculture: Cooperation within the Project "Synergy of Knowledge, Experience and Creativity for the Future"General Information

The Memorandum of Cooperation between the Ministry of Economic Development and Trade of Ukraine (hereinafter referred to as the Ministry) and Kyiv National University of Trade and Economics (hereinafter referred to as KNUTE) initiated the project "Synergy of Knowledge, Experience and Creativity for the Future", which envisages analytical research by students.
On March 11, 2020, the Ministry presented an analytical research on Reforming the Excise Tax on Retail Trade in Tobacco Products supervised by I. Chuhunov, Doctor of Economics, Professor, Head of the KNUTE Finance Department. The research was performed within the research work "The Impact of Fiscal Policy on the Dynamics of Major Sectors of Economy."
The results of the research were presented by M. Pasichnyi, Doctor of Economics, Associate Professor of the KNUTE Finance Department.
The presented research work includes an overview of the structure and level of taxation in OECD countries, analysis of foreign experience in the operation of excise tax, features of domestic tax policy in the field of tobacco taxation, proposals for the transformation of excise tax on retail trade in excisable goods, which therefore shall be included to the basic rate of excise tax.
Today, the issue of changing the methodology of administering excise tax on retail trade in tobacco products is quite relevant. This issue was discussed during a meeting of the working group on the implementation of the Memorandum of Intent to Ensure Stability in the Tobacco Market and Maintain a Competitive Environment for All Its Participants, signed by the Cabinet of Ministers of Ukraine and tobacco companies. In addition, proposals to change the procedure for administering the retail excise tax are reflected in the relevant legislative initiatives of the People's Deputies of Ukraine. Therefore, the presented study will be used in the practical activities of the Ministry while preparing and considering proposals for improving tax legislation.
