Guest lecture on "Monitoring and control of state aid in the context of Ukraine's accession to the EU" by Olena Lillemiae
General Information
Training of competitive specialists capable of performing professional tasks in a dynamic labor market involves the involvement of practitioners with experience in various fields in the educational process. On May 14, 2024, as part of the functioning of the student scientific clubs “Competition of the XXI Century” and “Synergy of Sectoral Markets”, a guest lecture was held by Olena Lillemäe, PhD in Law, Head of the Department for Organizational Support of Meetings of the Verkhovna Rada of Ukraine, Meetings of the Conciliation Board of the Verkhovna Rada of Ukraine.
The lecturer has outlined the areas of state aid implementation, which provides support to business entities in various forms based on state or local resources, which distorts or may distort economic competition by providing advantages for the production of goods or conducting business activities.
Ms. Olena has emphasized the requirements of the legislation that state aid should be provided on the basis of a notification of the Antimonopoly Committee of Ukraine on state aid in case the total amount of aid to one business entity in any three-year period exceeds the equivalent of EUR 200 thousand. The speaker drew special attention to the fact that during martial law and the period of post-war recovery, Ukraine's economy will require significant amounts of state support, which further actualizes the issue of state aid.
At the end of the lecture, the students had the opportunity to hear meaningful answers to a number of questions about the practice of implementing state aid, its impact on the competitive environment in the economy, and the need for Ukraine to comply with its obligations in the process of joining the European Union.
