EU Authorized Economic Operator Program: Implementation in Ukraine. The Sixth module was successfully completed

The sixth module of the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) in the framework of implementation of the Erasmus+ program Jean Monnet action, was successfully held on October 28 - November 1, 2024 at the State University of Trade and Economics.

More than 65 listeners took part in the module, including civil servants (customs officials of the State Customs Service of Ukraine), business representatives (logistics, customs brokerage and other companies), future customs officials, customs brokers, representatives of public organizations, scientists and teachers, students various educational degrees, specialties and educational programs of SUTE and other HEIs of Ukraine.

The actuality of the EUAEOUA Project confirms by the fact that during 10 months of 2024, 42 new enterprises received the status of AEO in Ukraine. Thus, the total number of enterprises with AEO authorization reached the level of 64, which is almost three times more than totally during the first three years of the AEO program's existence in Ukraine.

Project executors (Professors Taras Karavayev and Hanna Duginets, as well as Associate Professor Oksana Zolotarova) held 40 hours of scientific seminars dedicated to the coverage of such basic issues of the AEOs functioning, such as:

  • AEO program : experience of EU countries and the world;
  • types of AEO authorization: criteria, simplification and advantages;
  • preparation of the enterprise for obtaining AEO authorization. Filling out the self-assessment questionnaire;
  • verification by customs authorities of enterprises compliance according to AEO criteria;
  • problems and prospects of the implementation of the AEO program in Ukraine.

During the course of the module, there were lively discussions with the participants of the seminars, which confirmed the relevance of the Project's topic and the listeners' interest in the discussions and issues related to the development of the AEO program in Ukraine.

In the sixth module, the speakers updated statistical data on the number of enterprises that received the status of AEO in Ukraine, added practical materials, updated the content taking into account changes in national legislation, problematic issues in this area.

Conducting the module was additional step towards the implementation of the AEO Program in Ukraine, taking into account the experience of EU countries and the world, an example of effective cooperation in the university-customs-business triangle.
