EU Authorized Economic Operator Program: Implementation in Ukraine. Seventh Module Successfully Conducted

General Information

The seventh module of the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) in the framework of the Erasmus+ program Jean Monnet action, was successfully held on February 24–28, 2025 at the State University of Trade and Economics (SUTE).

More than 100 listeners took part in the module, which is a record for this project. Among them, 14 civil servants (Office of the President of Ukraine, Ministry of Finance of Ukraine, customs officials of the State Customs Service), business representatives (manufacturing, logistics, customs brokerage and other companies), future customs officials, customs brokers, representatives of public organizations, scientists and academics, students of various educational degrees, specialties and educational programs of SUTE and other HEIs of Ukraine.

The relevance of the Project is evidenced by the fact that during 12 months of 2024, almost 60 new enterprises have received AEO status in Ukraine among 85 registered as of the end of February 2025. Thus, three times more enterprises received AEO authorization in Ukraine in 2024 than totally during the previous three years of the program's existence in Ukraine.

The Project speakers (Professors Taras KARAVAYEV and Ganna DUGINETS, as well as Associate Professor Oksana ZOLOTAROVA) conducted 40 hours of scientific seminars dedicated to covering such key issues of the functioning of authorized economic operators (AEOs), as:

  • AEO program: experience of EU countries and the world;
  • AEO authorization types: criteria, simplifications and advantages;
  • preparation of the enterprise for obtaining AEO authorization. Filling out a self-assessment questionnaire;
  • verification by customs authorities of the compliance of enterprises with AEO criteria;
  • problems and prospects of implementing the AEO program in Ukraine.

During the module, discussions arose with the participants, which confirmed the relevance of the Project's topics and the interest of the students in discussing issues related to the development of the AEO program in Ukraine.

For the seventh module, the speakers updated statistical data on the number of enterprises that have received AEO status in Ukraine, added practical materials, and updated the content taking into account changes in national legislation and problematic issues in this area.

The module was another step towards the implementation of the AEO Program in Ukraine, taking into account the experience of EU countries and the world, an example of effective cooperation in the university-customs-business triangle.
