Guest Lecture on “Protection of Economic Competition: Competition Law Reform and Digital Markets” by Oleksandr Nagorn
General Information
The training of competitive specialists who meet the demands of the modern dynamic labor market is based on the constant involvement of experienced practitioners in the educational process. On March 24, 2025, within the framework of the student scientific clubs “Competition of the XXI Century” and “Synergy of Іndustry Markets”, a guest lecture by Oleksandr Nagorny, Chairman of the Competition Law Committee of the Ukrainian Bar Association and counsel at Sayenko Kharenko, was held. Mr. Nagorny played a key role in the institutionalization of competition policy in our country, is one of the co-authors of the Law of Ukraine “On Protection of Economic Competition”, and for a long time worked in senior positions at the Antimonopoly Committee of Ukraine and companies operating in the financial services market. The lecture was attended by more than a hundred students.
The lecturer outlined the areas of competition policy implementation in the light of the changes that have taken place since the entry into force of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Improving the Activities of the Antimonopoly Committee of Ukraine”, identified economic and legal issues of identifying violations of the legislation on the protection of economic competition, focused on the practice of procedural principles of antitrust activities in the context of digitalization. In his lecture, Mr. Oleksandr paid special attention to the areas of strengthening the institutional capacity of the Antimonopoly Committee of Ukraine in the context of the latest changes in the legal field. Students of higher education were able to analyze the effectiveness of competition policy in the context of digital transformation of the economy on the basis of specific cases considered by the competition authority of our country and implemented in the European Union and the United States.
An interesting aspect of the lecture was Mr. Oleksandr's author's proposals aimed at improving the legislation on protection of economic competition in the context of Ukraine's European integration, institutional design of the Antimonopoly Committee, modernization of consumer protection mechanisms and prevention of abuse of monopoly entities. At the end of the lecture, the students received meaningful answers to a number of questions about the practice of implementing competition policy, prospects for further strengthening the institutional capacity of the Antimonopoly Committee of Ukraine, and employment opportunities for SUTE students at Sayenko Kharenko, a leading Ukrainian law firm.
