EU Authorized Economic Operator Program: Implementation in Ukraine

Taras KARAVAEV – Project coordinator.

Responsible for the development and implementation of a part of the course (module) within the framework of this Project, which correlates with the main issues of EU values ​​(in the context of the EU single market, customs security, etc.).

Taras has about 20 years of experience in conducting training and research related to customs affairs, international trade, international relations, logistics, etc. Taras teaches such disciplines related to the topic of the Project as Customs Affairs, Customs Security and Safety, Customs Procedures, Customs Logistics, Expertise in International Trade, International Technical Regulation, etc.

Taras is the head of the unique English-speaking master's educational program "Customs Affairs" in Ukraine. Academic supervisor of final qualification papers of master's students. Responsible secretary of the public organization "Ukrainian Society of Commodity Science and Technology". Taras has experience in organizing workshops and conferences, which are important for the quality, integrity and dissemination of European studies.

He was the coordinator from SUTE side of the international project IB2019-8564 "Innovative composite materials based on biopolymers and mineral fillers", which was financed by the Swedish STINT Foundation (2020-2021).

During April 2023, Taras has passed advanced training on the implementation of the authorized economic operator program in the State Customs Service of Ukraine and the Ministry of Finance of Ukraine.

Ganna DUGINETS

Ganna has more than 20 years of experience in implementing joint initiatives of academic and civil communities in Ukraine and EU member states.

She is also the coordinator of the Jean Monnet projects Advocacy of European Rules of Competition (101047657-AERC-ERASMUS-JMO-2021-HEI-TCH-RSCH) and Deep and Comprehensive Free Trade Agreement with the EU: advantages and downsides for the Ukrainian society (562453-EPP-1-2015-1-UA-EPPJMO-MODULE).

She has experience in organizing seminars and trainings, as well as information and analytical work in the framework of international and grant activities.

Ganna is responsible for the following module blocks: EU and global experience in implementing the AEO program, EU history, priorities and trends in the development of the EU single/internal market, problems and opportunities for implementing the AEO program in Ukraine.

Oksana ZOLOTAROVA

The total professional background is about 20 years, including 7 years of work experience in a non-governmental organization engaged in foreign economic activities, in particular customs affairs, logistics and the development of economic clusters in Ukraine.

Oksana is responsible for the training of bachelor's and master's students for the customs authorities and foreign economic enterprises of Ukraine. The main disciplines taught include Customs affairs, Customs security, Commodity nomenclature of foreign economic activity (HS-based) and Customs logistics. She also performs the role of a scientific supervisor of the master's students' final qualification papers.

Currently, Oksana is a scholarship holder of the Advanced Master's (postgraduate) program in European integration at the Brussels School of Governance. Organized by the Institute for European Studies and the Jean Monnet Center of Excellence, this program provides knowledge in EU policy areas, including European external relations and security policy, and Environmental governance. Upon completion of the Advanced MSc in European Integration, a degree from the Vrije Universiteit Brussel (VUB) is awarded.

From October 2022 to March 2023, Oksana completed a traineeship at the General Directorate of Education, Culture, Youth and Sports of the European Commission, where she gained valuable skills and an understanding of the process of policymaking in the EU and the role of the European Commission and other European institutions in this process. As part of her traineeship, Oksana was responsible for supporting the work of the strategy and investment unit related to the development of the European Educational Space.

The competencies and skills that Oksana acquired during her studies at VUB and traineeship at the European Commission have a significant added value for the EUAEOUA project and will contribute to the dissemination of the latest knowledge about the EU integration process and the popularisation of its values.
