EU Authorized Economic Operator Program: Implementation in Ukraine

THE FOURTH MODULE OF THE PROJECT CONDUCTED SUCCESSFULLY

The fourth module of the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) within the framework of the implementation of the Erasmus+ program, Jean Monnetnaction, was successfully held on March 4-8, 2024 at the State University of Trade and Economics (SUTE).

In total, more than 54 listeners took part in the module, including civil servants (8 - Office of the President of Ukraine, 4 - Ministry of Finance of Ukraine), business representatives (manufacturers, logistics and customs brokerage companies), future customs officials, customs brokers, representatives of public organizations, scientists and academicians, students of various educational levels, specialities and programs of SUTE and other higher education institutions from different regions of Ukraine.

40 hours of discussion lectures were devoted to the basic issues of the functioning of Authorized Economic Operators (AEOs):

  • AEO program: EU and worldwide experience;
  • types of AEO authorization: criteria, simplifications and advantages;
  • preparation of the enterprise for AEO authorization, filling out a self-assessment questionnaire;
  • verification of enterprises' compliance with AEO criteria by customs authorities;
  • problems and prospects of the AEO program implementation in Ukraine.

The speakers of the EUAEOUA project are:
Taras KARAVAYEV – professor of the Department of Commodity Science and Customs Affairs (EUAEOUA project coordinator);
Ganna DUGHINETS - Head of the Department of World Economy, Professor;
Oksana ZOLOTAROVA - Associate Professor of the Department of Commodity Science and Customs Affairs.

In the 4th module, the speakers improved the Program to better master the issues related to the self-assessment of the entities to obtain the AEO status in Ukraine, the assessment of compliance with the AEO criteria by the customs authorities, and practical materials were added. The content of the module was updated taking into account changes in national legislation, data on statistics of enterprises with AEO status in Ukraine, and problematic issues in this area.

It was an important step for the implementation of the AEO Program in Ukraine, taking into account the experience of the EU and countries around the world. Thank you all for participating in the 4th EUAEOUA module, for fruitful and constructive discussion, and for positive feedback!

THE THIRD MODULE OF THE PROJECT CONDUCTED SUCCESSFULLY

The Third module of the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) within the framework of the implementation of the Erasmus+ program, Jean Monnet action, took place on October 23-27, 2023 at the State University of Trade and Economics (SUTE).

More than 43 participants took part in the module, including civil servants, representatives of local self-government bodies, business representatives (manufacturers, logistics and customs brokerage companies), customs officials, customs brokers, scientists and lecturers, PhD students, students of various educational levels, specialities and programs of SUTE and other higher education institutions from different regions of Ukraine.

40 hours of discussion lectures were held, devoted to the coverage of such basic issues of the functioning of Authorized Economic Operators (AEOs), as:

  • AEO program: experience of the EU and countries of the world;
  • Types of AEO authorization: criteria, simplification and benefits;
  • Preparation of the enterprise for obtaining AEO authorization. Filling out a self-assessment questionnaire;
  • Verification by customs authorities of enterprise compliance according to AEO criteria;
  • Problems and prospects of the implementation of the AEO program in Ukraine.

In the 3rd module, the executors have improved the Program for better mastering by listeners of issues related to the preparation of enterprises to obtain the AEO status in Ukraine, the assessment of compliance with the AEO criteria by the customs authorities, added practical materials, updated data on international experience and problematic issues in the field of AEO.

Conducting the module was one more step in implementing the AEO Program in Ukraine, taking into account the experience of the EU and countries around the world.

THE SECOND MODULE OF THE PROJECT CONDUCTED SUCCESSFULLY

The second module of the project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) as part of the implementation of the Erasmus+ program, Jean Monnet action, took place on May 29 - June 2, 2023, at the State University of Trade and Economics (SUTE).

More than 30 participants took part in the module, including civil servants (Secretariat of the Cabinet of Ministers of Ukraine, Ministry of Finance of Ukraine), business representatives (manufacturers, logistics and customs brokerage companies), future customs officials, customs brokers, scientists and lecturers, PhD students, students of various educational levels, specialities and educational programs of SUTE and other HEIs of Ukraine.

40 hours of discussion lectures were held, which were devoted to the coverage of such basic issues of the functioning of authorized economic operators (AEOs), as:

  • AEO program: experience of the EU and countries of the world;
  • Types of AEO authorization: criteria, simplification and advantages;
  • Preparation of the enterprise for obtaining AEO authorization. Filling out a self-assessment questionnaire;

THE FIRST MODULE OF THE PROJECT CONDUCTED WITH SUCCESS
EU Authorized Economic Operator Program: Implementation in Ukraine

   The first module within the framework of the Jean Monnet Erasmus+ project "EU Authorized Economic Operator Program: Implementation in Ukraine" (EUAEOUA) was held on March 6-10, 2023 at SUTE. 

The module was attended by more than 50 participants, including civil servants (the Office of the President of Ukraine, the Verkhovna Rada of Ukraine), business representatives (manufacturers, logistics and customs intermediary companies), future customs officials, customs brokers, scientists and teachers from the SUTE and other Ukrainian universities, postgraduate students, students of various educational degrees, specialties and educational programs of the SUTE. 

The 40 hours of lectures were devoted to covering the main issues of the Authorized Economic Operator (AEO) institute, such as:

  • AEO program: experience of the EU and other countries;
  • Types of AEO authorization: criteria, simplification and benefits;  
  • Preparation of the company for obtaining AEO authorization. Filling out a self-assessment questionnaire; 
  • Customs authorities checking the compliance of enterprises with AEO criteria; 
  • Problems and prospects for implementing the AEO program in Ukraine.

The EUAEOUA project speakers are: 

Taras KARAVAYEV, Professor of the Department of Commodity Science and Customs Affairs (EUAEOUA Project Coordinator); 

Ganna DUGINETS, Head of the Department of World Economy; 

Oksana ZOLOTAROVA, Associate Professor of the Department of Commodity Science and Customs Affairs. 

The module conducting was one more step towards the implementation of the AEO Program in Ukraine, taking into account the experience of the EU and other countries.
